## Highlights
- Blockchain technology is not a trustless technology but rather a confidence machine.
- Blockchain technology increase confidence in the operations of a computational system.
- Confidence in a blockchain system depends upon its underlying governance structure.
- The governance of a blockchain system requires trusting a distributed web of actors.
- Constitutional & polycentric governance theory can help improve blockchain governance.

[[scenarios#Proposing Changes/Upgrades to the code or the goverance system]] I think I need to to some reading about the BIP/EIP system. from what I understand they are an off-chain system were someone proposes a change to the protocol, then it is reviewed and accepted, rejected, or modified. I'm not sure who does the voting or how the voting system works for these systems.
